Historic Preservation Comission

The Board of Trustees enacted the Historic Preservation Law in February of 2025 and created the
Historic Preservation Committee. These actions will lead to the village becoming a NYS
Certified Local Government which allows us numerous grant and funding opportunities. The Historic Preservation Committee will be responsible for protecting architecturally, historically, and culturally significant buildings and sites.

​We are accepting applications for individuals interested in serving on this committee.  Click here to submit the application or get a copy from the clerk's office.

The committee will serve in an advisory capacity only in recommending landmark and
historic district designations, preparing and maintaining inventory of all property within its
jurisdiction, and recommends to the Village Board of Trustees specific places, districts,
sites, buildings, etc. to be designated as historic properties. The committee will also serve
as a resource to help inform the community on historic preservation issues and help
preserve and enhance the historical characteristics of a property.

Why Form This Commission???

The Answer Is Simple: ​To preserve and highlight our rich historical heritage. The NYS Office of Parks, Recreation and Historic Preservation officially listed the Park Square District on the State Register of Historic Places in 1986; it is also listed on the National Register. The district is a fine example of a small-town commercial district representative of the period between the Civil War and World War I.

The District boundaries surround Park Square in the center of the Village and generally include all properties at the five corners created by North and South Main Street, Pine Street, Chestnut Street and Elm Street. Some of the original red brick street sections remain.

The majority of the 24 buildings included in the Park Square District are commercial structures dating back to the late 19th century. These buildings are predominantly brick and have been built as abutting one another or closely spaced to create a streetscape that is different from the rest of the Village. The architectural styles depicted here include, Victorian, American Renaissance and Greek Revival. The inventory includes important buildings for the Franklinville community such as Morgan Hall (Town Hall) and Blount Library. The Inn on Park Square was built in 1828 and was one of the first buildings in the Square. The building burned in the 1980’s and was never replaced. The Community Bank has since built a drive through and a small parking lot in its place.

​Although the Park Square Historic District in many ways “defines” Franklinville socially and culturally, some of the more recent improvements to its structures have not respected the rich heritage of this site. Alterations made to various buildings over the past 60 years have not been true to their original design. Our goal is to ensure those buildings maintain their charm while receiving the necessary improvements to keep them intact and attract new businesses to occupy them.
