Park Square Historic District Master Plan

Over the last 3 years, many of you have participated in meetings and surveys to give your opinion as we took the first steps to address the heart of our community. The purpose of this communication is to share updates on this project and ask for your help as we prepare to take the next step in making this vision a reality.

Now that we have a complete design plan, a NYSDOT TAP grant application is being drafted to help fund construction. Receiving this grant would be a major step forward in improving this area making it safe and accessible for pedestrians and bicyclists.

The most important determining factor in our project being chosen for funding is the number of letters of support that we are able to generate and have submitted!  

Our letters of support need to demonstrate two things to improve our chances of being selected and funded:  

1 Public Benefit
2.Community Support

A sample letter of support is linked below. We encourage you to write your own or modify the sample as you see fit. Feel free to share what this space means to you and why you believe it is important that the Village of Franklinville receives this grant.

Please submit your letter of support no later than Monday March 9th, 2026. Letters can be dropped off to the Village of Franklinville at 19 Pennsylvania Ave Franklinville, NY 14737 or emailed to Ashley Schumaker ([email protected]).

Park Square Revitalization


- Over the past several years, significant improvements have been made to water and wastewater
infrastructure, including replacing and relining water and sewer mains in this key community
space. The next step in this transformation is to develop a master plan that will serve as a
strategic roadmap for implementing the community's top priorities while maintaining the village's
charm and supporting economic growth. Our team has hired Larson Design Group (LDG) to
complete this task.

Goals of Masterplan:
  • Develop a plan to revitalize Park Square for all community members
  • Honor the Village of Franklinville's unique character and charm in any upcoming improvements.
  • Serve as a strategic roadmap for implementing the community's top priorities
  • Guide future development and balance information with feasibility

Key Initiatives Include:
  • Enhancing the Park Square for community events, and to be a hub for community activity.
  • Replacing street surfaces, curbs, sidewalks, and parking areas to ensure safety and accessibility for all members of the community as well as out-of-town visitors.
  • By investing in the revitalization of the square, the goal is to ignite additional investment in the downtown area and storefronts adjacent to the Park Square.

How Residents Have Been Able to Share Opinions & Get Involved:
  • Park Square Master Plan Community Survey in October 2025 (internet & paper)
  • Collaborative Workshop on Monday 10/27/25. The workshop took place from 5-6:30pm at the Village offices. Here, the LDG team, Village Board of Trustees/Department heads, and over 15 community members reviewed the visions and goals of master plan and participated in interactive activities to develop some initial plans. 

​November 2025:
  • 11/22- Preliminary design plans will be discussed at the regular meeting of the Board of Trustees. The public is encouraged to attend to see the ideas and share feedback.
